seems many Keihin carbs have throttle linkage end caps missing which can be the cause of an air leak. here is an inexpensive and quick repair we use.
after punching out the plug it is sealed on the o.d., driven just below flush and then staked at two locations.

Soak the material in water and pull tight to wrap overlapping about 1/2 of material width per turn. at the end fold a section under about 1/2″ and use stainless ties, folding it under will stop it from fraying . when using the ties i trim them about 3/8″after pulling them tight. after that wind it up with a pair of needle nose pliers and flatten the roll .
arm slides up and down to set…normally on this carb you measure from the step but i used the base and added the difference. this can be made in a minute with a piece of aluminum and stainless folded around the aluminum . you can mark it with a marker each use or make a permanent mark and use a number stamp set to identify location for future use.
Oil leak due to last mechanic not paying attention to cover gasket placement on assembly. After a while it migrated inboard and opened up a gap to cause an oil leak..
